Eckert Seamans Expands Utilities and Telecommunications Practice

Continues a Series of Strategic Expansions and Results in Opening Richmond, Virginia Office

Eckert Seamans Cherin & Mellott, LLC announced today that it has made a major addition to its Utilities and Telecommunications practice.  The firm is pleased to announce the addition of four exceptional lawyers, Charles Zdebski, Matthew Kirsner, Raymond Kowalski and Eric Schwalb.  All four of these lawyers are joining Eckert Seamans as members of the firm.  Messrs. Zdebski and Kirsner formerly were partners at Troutman Sanders.  Mr. Kowalski was of counsel and Mr. Schwalb was a senior associate with that firm.  Eckert Seamans simultaneously announced the opening of a new office in Richmond, Virginia.  The most recent Eckert Seamans additions come on the heels of several recent strategic expansions for the firm in West Virginia, Harrisburg, Boston and Washington, D.C.

All four of these lawyers will join the firm’s Utilities and Telecommunications practice group.  Messrs. Zdebski, Kowalski and Schwalb will be based primarily out of Eckert Seamans’ Washington, DC office.  Mr. Kirsner will head the firm’s newly-established Richmond office.  All of the new Eckert Seamans attorneys will continue their representation of telecommunications, electric utility and other energy and regulated industry clients. 

“The addition of this talented group is a continuation of Eckert’s strategic expansion in the areas of regulatory litigation, utilities, telecommunications and energy augmenting the significant expertise the firm recently brought on board in its Harrisburg, Pennsylvania office,” said Timothy P. Ryan, Chief Executive Officer of Eckert Seamans.  “These lawyers bring a wealth of experience and national reputations to the firm, and the opening of the Richmond, Virginia office will allow us to better serve existing firm clients as well as new clients which we are excited to introduce to Eckert Seamans.”

Charles Zdebski serves as regulatory and litigation counsel to electric and telecommunications companies regarding infrastructure deployment and access issues and commercial transactions.  He also represents a wide variety of clients in complex litigation matters.  Mr. Zdebski earned his J.D. from George Washington University and his B.A. from Harvard University.  He is admitted to practice in Virginia, Maryland and the District of Columbia and before the Supreme Court of the United States and multiple United States district courts across the country.

Matthew Kirsner represents clients in telecommunications matters as well as a broad array of commercial litigation, including trade secret, trust and estate litigation matters, commercial leasing disputes, securities arbitration and compliance, utility easement and pole attachment disputes and regulatory proceedings before state and federal agencies.  Mr. Kirsner earned his J.D. from George Mason University and his B.A. from the College of William and Mary.  He is admitted to practice in Virginia and the District of Columbia and before a number of federal trial and appeals courts. 

Raymond Kowalski serves as regulatory and litigation counsel to electric and telecommunications companies in a wide variety of Federal Communications Commission and other regulatory and litigation contexts.  He earned his J.D. from George Washington University and his B.A. from St. Bonaventure University.  He is admitted to practice in Virginia and the District of Columbia as well as before the Supreme Court of the United States and other courts across the country.

Eric Schwalb represents electric, telecommunications and transportation companies in a broad spectrum of regulatory and litigation matters.  He represents these clients in regulatory areas as well as before state and federal courts.  Mr. Schwalb received his J.D. from Georgetown University and his B.A. from Saint Louis University.  He is admitted to practice in Illinois, the District of Columbia and Missouri as well as a number of United States district courts.

The addition of these lawyers continues the tactical, measured growth trend at Eckert Seamans, which has added over 45 lawyers during the past 10 months.  Thus far during 2009, attorneys have been added to the firm’s Boston, MA; Charleston, WV; Harrisburg, Philadelphia and Pittsburgh, PA; Washington, DC and White Plains, NY offices.
